for conducting TVET trainings EMPOWER – Empowering Refugees and Host Communities for Economic Development Project for Peshawar, Khyber Pakhtunkhwa.

Background

Alliance for Integrated Development (AID), in partnership with HOPE’87 and with funding support from the Ministry of Foreign Affairs of the Kingdom of the Netherlands, is implementing the EMPOWER project, a 48-month initiative aimed at enhancing the livelihoods and socio-economic inclusion of Afghan refugees and host communities in District Peshawar, KP.

The project seeks to address barriers to formal employment, promote entrepreneurship, and support pathways to economic self-reliance, particularly for youth and women. A key component is vocational training and skills development aligned with market and skills gap analysis findings. Training will emphasize green jobs, digital skills, and market-driven entrepreneurship to foster long-term resilience and self-reliance.

To implement this component, AID intends to engage qualified Training Service Providers (TSPs), TVET institutes, or training firms to deliver demand-driven, competency-based skills training programs that connect participants with sustainable employment and self-employment opportunities.

 

Purpose of Consultancy

The selected TSP(s) will be responsible for conducting vocational and skills training for Afghan refugees and host communities in identified market-relevant trades. Training will be designed to improve employability, strengthen entrepreneurship, and enable sustainable income-generation pathways.

The assignment will focus on:

  • Delivering technical and soft skills training in identified trades.

  • Promoting entrepreneurship, financial literacy, and business development.

  • Facilitating linkages with employers, apprenticeships, and self-employment opportunities.

 

Proposed Trades (Indicative)

Based on the Market and Skills Gap Analysis and Training Needs Assessments (TNAs), potential trades may include (but are not limited to):

  1. Beautician,

  2. Tailoring,

  3. Hand embroidery,

  4. Pico and overlock,

  5. Art and Craft

  6. Digital marketing,

  7. Carpet weaving

Training Modality and Duration

  • Each training course will follow 70% practical and 30% theoretical methodology.

  • Accredited curricula of NAVTTC, KP-TEVTA, or TTB will be adopted and contextualized.

  • Training duration: 3 months per trade (with flexibility depending on trade requirements).

  • Average batch size: 20-25 trainees per class.

  • Non-residential trainings: centers must be accessible to participants.

  • Provision of toolkits/start-up kits after training.

Key Deliverables of the TSP

  • Established training labs/workshops in accessible locations.

  • Deliver training per NAVTTC/TEVTA approved curricula.

  • Hire experienced/qualified trainers (female trainers for female batches).

  • Provide consumables, training materials, and manuals in local languages (Urdu/Pashto).

  • Maintain attendance records (minimum 80% attendance required).

  • Conduct pre- and post-tests, and monthly assessments.

  • Facilitate certification of all trainees.

  • Ensure job placement/apprenticeship linkages for the graduates.

  • Submit detailed monthly progress reports and final completion reports.

AID’s Responsibilities

  • Provide trainee lists based on beneficiary selection criteria.

  • Supply toolkits/start-up kits upon successful completion.

  • Monitor training quality, compliance, and safeguarding standards.

  • Support coordination with government line departments and local employers.

  • Enforce AID’s Safeguarding, PSEA, and Do No Harm policies.

Eligibility and Qualification of TSP

  • Registered TVET institute/organization.

  • Minimum 1-2 years’ experience in vocational/skills training delivery.

  • Proven experience in implementing donor-funded skills projects.

  • Capacity to establish/operate training labs and workshops locally.

  • Qualified trainers with trade-relevant diplomas/certifications.

  • Ability to ensure gender-segregated classes and safe training environments.

  • Knowledge of local languages (Pashto/Urdu) and refugee contexts.

 

Safeguarding and protection of the girls/women in TVET centers

AID is committed to zero tolerance to all forms of violence against children, beneficiaries and staff members including sexual exploitation, abuse, harassment, abuse of authority and discrimination. AID adheres to strict safeguarding and child protection policies. Therefore, selected TSP would be required to sign these policies in the initial stages of recruitment and would need to comply with them at all costs. Furthermore, they will be subjected to due diligence, background checks, security checks and regular monitoring.

Essential and Desirable Experience/Qualifications

  • TSP with a specialized team having extensive demonstrated experience of at least 1-2 years in providing training on TVET Skill/trades, preferably in donor funded projects.

  • Expert female trainers in the team are required as per the need of program, Trainers minimum qualifications should be diploma or certified trainer in relevant trade /practical experience teaching in required trade.

  • Flexible characteristics and attitude for situational adjustments and modification during implementation will be added value.

  • Valid registration with authorized government department

  • Valid trades registration certificate of TTB or NAVTTC/SDC for the desired trades.

  • Knowledge of the local languages (Pushto) and culture pertinent to the project districts.

Main Scope of the Assignment

TSP will be hired/on-board through a competitive process which will provide training to selected trainees by providing the following services.

  1. Provision of approved training curricula from any Government authority.

  2. Arrangement of spaces for training centers and all the other arrangements (training equipment, sitting arrangement for trainees as required)

  3. Established lab, equipment as per need of the training (Training space, technical Equipment’s, trainers, and consumables).

  4. Provision of certificate to the trainees after successful completion.

The organization reserves the right to accept or reject any proposal at its own discretion. As per course identifications and requirement AID can award contracts to more than one firm/ Institutes for maintaining quality of work and timely completion of the training activity as required.  

Annexure of Technical and Financial proposal

Below annexure consist of technical and financial proposals formats. Technical proposal details will be furnished in below described matrix from serial 1 to 20 along with filling supported Annexure A, B, C & D.

Financial proposal: in financial proposal details, TSP will be furnishing the information in Annexure D which is a separate excel document. TSP will provide a lumpsum cost for each trade covering the following.

  1. Trainer cost

  2. Consumable items

  3. Machinery, equipment, tools etc.

  4. Service cost

  5. Certification cost

TSP/Institutes who meet the requirements are invited to submit their expression of interest in the sealed envelopes (mentioning “Request for Proposal for Hiring of Training Service Providers (TSPs)”) on the addresses given below and, applications (hard copies) should include the following:

  • Cover letter detailing the institute’s/organization’s suitability for the assignment and current contact information. 

  • CVs of the team members, including detailed work experience, education; please clearly identify the overall lead consultant.

  • Consultants are expected to submit appropriate training methodology and sample training content (outline). 

  • Relevant reference.

  • All interested institutes/organizations must submit financial proposals for training.

How to Apply:

Deadline is to submit the expression of interest within 10 days (14 October 2025) after advertisement. Shortlisted organizations/institutions will be requested to submit and present a detailed plan, methodology and contents to undertake this assignment.
